The Ministry of Justice Structural Reform Plan published in July 2010 set out a commitment to introduce a 'rehabilitation revolution' and conduct a review of sentencing policy. A consultation entitled "Breaking the cycle: effective punishment, rehabilitation and sentencing of offenders" was then launched last December. The Ministry of Justice will respond to the consultation later this month ahead of the launch of a new Bill expected shortly afterwards.
However, the Coalition's plans for justice reform have sparked controversy with opponents suggesting that a greater use of community punishments will put the public at far greater risk, and some suggesting that they are being driven primarily by a desire to save money.
This event will provide a forum for discussion of the principles behind the planned justice reforms ahead of the publication of detailed proposals.
