- The PM has said boosting growth and cutting the deficit were his top priorities following defeat in local elections last week. what could be the consequences?

Boosting growth and cutting the deficit have always been the top priorities of the Prime Minister and the Coalition Government, but following a difficult few months for the government and a poor result in the local elections it is seen as necessary to re-emphasize this commitment. The consequence of this may be somewhat of a shift in focus from what many see as extraneuos issues such as gay marriage, international aid, and indeed even constitional reform, to a constant an unrelenting focus and commentary on economic issues, which is what people really care about. This is why we saw these issues lead today's Queen's speech, with other issues pushed down or off the agenda.

As the Government laid out its legislative agenda in yesterday’s Queen’s speech, and at its anniversary, the doors of debate have been flung open.

Not only is the leadership of the Conservative party under scrutiny following broad punishment at the national polls, and the contrary exaltation of a certain single mayor – the very ideas that underpin the manifesto and philosophy of the modern Conservative party are in question.

The House of Lords has often been subject to considerable criticism on a number of different grounds, and the sheer amount written on the subject of House of Lords reform illustrates that our upper house sits uneasily in our constitutional framework of a modern, democratic society. But despite the theoretical imperfections of the House of Lords, it is rarely criticised for what it does or the way it does it. Too little of the debate on House of Lords reform over the past decade or so has appreciated this simple and important fact.

The Bow Group welcomes the victory for the Conservative Party in The Bow Group's adopted London Assembly seat of Havering & Redbridge. This was one of the critical areas Boris had to win to be returned to City Hall.

But when he popped by a gritty south London neighborhood recently, Mayor Boris Johnson was treated like a rock star. An excited crowd gathered at Croydon College, where the mayor opened a new wing. Teenage students and graying school officials alike clamored to have their photos taken with him. Passersby waved and shouted "Hey, Boris!"

Leadership and achievement must be the mark of any government. Spin can still just about keep the ball rolling from crisis to mediocrity and back, but when scrutinised, especially with hindsight, any government relying on it withers.

I recall fondly a meeting with Lady Thatcher last year, where she said in usual unswerving bluntness, ”The great crisis of the world today, is an absence of leadership. “

The Bow Group's report, Race to the Top: the Experience of Black Students in Higher Education, produced in partnership with Elevation Networks and with sponsorship from Deloitte, has hit the headlines again with a feature being run in this morning's Independent.

The Bow Group produced its first research paper in 1952, entitled “Coloured People in Britain”. It served as a study into the British Afro-Caribbean community, and the issues and barriers that were faced by these citizens, to integrate and succeed in British society.

Sixty years later, whilst much has changed, the Bow Group’s latest research paper “Race to the Top – The experience of black students in higher education”, sets forth broadly the same aims. This alone demonstrates a disappointing failure in strategy at national, local and party level, in ensuring citizens from all backgrounds have equality of opportunity in our country.
